1978 115hp cooling check advice

not long had this engine and seller said new impeller fitted,mmm ,checked eng out on muffs and water flow seemed ok .at idle and up to around 3000rpm only wks manual in library was for 1990 on and gave 5psi at wot for water pressure.dont have gauge or water tank to run at wot and my muffs cant cope with wot either.my concern is during in water trials the cooling water takes up to 8 seconds (never more) to come out pee hole, is this a normal time delay for this engine, good flow at all speeds once water flow starts

Check for dirt in the passage ways. Blow low air back through the outlet hole. Fireup engine in watertank, a garbage pail works, not muffs, the water pressure from the hose will give a false w/p condition. Do not exceed 1500 RPM on muffs. Do not worry about water pressure as long as there is pressure at idle the water pump is ok.
