1978 140 evinrude

Can someone help me? I just finished rebuilding a 1977 20' galaxy run about w/ 1978 v 140 revinrude, it runs full throttle awesome but don't want to idle, i had the carberators rebuilt about 7 months ago. You have to choke it to crank it everytime even after it has been running for a while. It acts like it floods itself out then won't crank until you let it set for about thirty minutes.
I like to salt water fish but I 'm afraid to put it in the ocean until this problem is solved.

It sounds like your low speed jets need to be cleaned or you carb floats are not adjusted properly. When was the last time that it ran correctly? Have you done a link and sink? A little more information would help to identify the problem.

Check the sync& link first. Those throttle plates have to be in sync to work together. If both plates are not at full closed when the throttle is all the way back, the engine won't idle, and will be hard to start
