1978 85 trim goes up but not down

1978 85hp Evinrude will raise but will not lower, sounds if it is straining.
I thinkI have tried everything I have read on this site but I must be missing something. The resevor is full. checked it up ..checked it down... The motor will move down a 1/4 inch down and strains, sound different than going up.
Works great going up.
I open the valve on the side as if doing a car jack to lower a car, I lower the motor. But still can't use the boat because the motor will not compress the two rods. I read about the throddle swith. Just checked it by touching the wires, just like before, goes up but not down.

what year is your 85 horse.

If it's like my 95 115 . you have 2 power trim solenoid relay modules swap them around if then it goes down and not up one is bad. I always keep a spare on board.
