1978 Evinrude 115 throttle issue

I have not seen or heard of a problem like this before. I have a 1978 Evinrude 115. I just restored the boat and took it to the water to actually run it for the first time. I finally got it to start after some issues with it dieing and backfiring. I got it started and idleing. I throttled it up and the rpm's came up just fine. I put it in gear and idled out. I started giving it throttle and i noticed it wasn't doing much. I got it to full throttle and it was not even close to plane. I throttled back and gave it gas using the throttle only and RPM's sounded good. I put it back in gear and the same thing happened. I have no idea what could cause a boat to do that. I am not sure if the backfiring and it being so hard to start is connected. Any advice would be great.

I have checked the compression, new plugs, new water pump impeller, carberator cleaned and gaskets changed.

With no load on the engine it will sound fine with just two cylinders firing.

Use an inductive timing light to check for spark on each cylinder, across a range of RPM.

BTW, if you did not carefully torque the flywheel to 105 Ft Lbs, check your flywheel key.

Also, make sure the spark advance rod is connected between the throttle lever and the arm on the timer base.
