1978 evinrude 140 throttle/shift cable issue

Hey i have a 1978 evinrude 140 and it has sat for a while... the throttle cable moves nicely in reverse but will not move past neutral in the forward direction... could it be the cable or am i missing something?

p.s. im new to the boating scene not farmiliar with much on them

it obviously is not shifting into forward, when shifting with the motor off, you have to turn the prop so the gears mesh.

I disconnected the shift cable from the motor and shifter arm up front still wont move forward... could the cable just be bad or stretched?

If the arm won't move,with the cable disconnected, the lockout mechanism may be broken.
