1979 115 Merc starting rough

This engine starts rough cold. It takes anywhere from 3 to 7 cranks to get it going. Once it gets going it runs great. And on some days once it starts up for the first time, each additional stop and start runs smooth on the first crank but then on other days it does not. The plugs are new so it is not that. Any help or insight would be great. Thanks.

hello, i have a 77' 115 that i have been working on also. The attached link is for the mercury dealer service manual for it. It is a pretty big file so i hope you have fast internet.
There are plenty of checks it goes through, so maybe you can find your problem. hope it helps
