1979 55HP will not turn off!

As my engine gets older, the more quirks it seems to have. I now have a problem getting the engine to shut off. It starts fine, but will not turn off with the key, I have to choke it to stall. I don't suspect the ignition switch, because the volt meter goes dead (as normal) when I turn the key off.
Any Ideas?

Trace the black and yellow kill wire from the powerpack to the ignition switch and look for a break, possibly in the harness plug at the engine or at the three wire amphenol plug at the powerpack. Don't let voltage ride the black and yellow wire or it will destroy the powerpack. Use an ohmmeter to check for continuity.

When you turn the key to "Off", it connects the ground to the black and yellow kill wire and grounds the powerpack to stop the engine by preventing spark.

Yours is the better of 2 problems !!!! Normally people post that it won't start !!!!
