After rebuilding or replacing all the fuel and ignition system components I finally got the motor to run the way it should by installing a jack plate and changing the prop. I now get 5600 rpm with 6 gallons of fuel and just me on board and 5300 with 3 people 26 gallons of fuel and fishing gear.

What size prop did you change to? My 70's model 85hp Evinrude is doing he exact same thing. I installed a jack plate yesterday and it did not help when I took it out today.
