1979 Evinrude 140943R - Wont Idle HELP / Thinking about replacing ignition system

1) The cooling system intake water never gets to 20 degrees.
2) That motor is thermostat-equipped
3) I'd buy that it might be a bit harder starting at 20 degrees, but after that, it should run A-OK.

As suggested several times, look elsewhere for a professional shop.
