1979 Lark Hustler tilt problem

I have a 1979 Lark Hustler. 140 HP OMC motor. My problem is with the tilt.
bought a replacement motor off of ebay,

with the motor installed it just clicked and didn't do anything.
I loosened the tilt motor bolts and I got the lower unit to go down but would not go up.
I returned the motor to the seller to see if they would replace it with one that had enough power to lift the lower unit. They told me the motor was just fine and would refund my $.
Did I order the right part?
I was lurking around the forum and found the link to brp parts, the # all match.
I have disassembeld the clutch pack, but it wouldn't go down if I didn't put it all back together correctly, right?
I am at my wits end. Any help would be greatly appreciated.

A little more back story
I have tested both of the solenoids (up and down) with both a test light and then a volt meter, 12.4 volts on both. The outdrive moves smoothly by hand when the pinion gear is removed. I have opened and removed the clutch pack (did not pull apart the clutch assembly) worm gear looks brand new, brass ring also looks good. Could not pull out the wormgear shaft, put everything back together. Motor moved down with the switch but couldn't move it up.
hope the added info will help generate advice or insight.

Went ahead and bought the correct tilt motor and got it in no worries. Took a little while to find someone who could get me one, but now I have a go-to guy for electricals. :D So glad that's over...

For one thing, you posted this on the Mercruiser section instead of the OMC section.
