1979 Mercury 115HP 1150 powerhead question

I have a 1979 Mercury 115hp 1150 engine. Can anyone tell me if water circulates through the transfer port on the opposite side of the exhaust manifold? I'm trying to determine where all water can enter the engine from. I know it can get in from the exhaust manifold side and the main crankcase seal at the bottom. But I'm not sure if water circulates through the transfer port. Just wondering if I need to mess with that side or not in terms of installing new gaskets?

I have another question concerning this motor. Inside the block there is a cover called a "Water Jacket Cover" and underneath it is a gasket. How likely is it that this could be the source of water getting in? I have the exhaust manifold and exhaust baffle plate off right now and ready to put new gaskets on. Just wondering if I need go ahead and take this water jacket cover off and replace that gasket as well or is this gonna open up an unnecessary can of worms? I see no signs of water leaking anywhere around this cover..Any help would be appreciated!

It there is no holes in the inner water jacket cover, and no sign of leakage, I would leave it be. The bolts are epoxied in and usually break.
