1979 Mercury 80hp Trim and Tilt not trailering

I have a 1979 Mercury 80 with 2 cylinder trim and tilt and 3 buttons on the boat dashboard. (not on the merc controller). The guy I bought it from said that everything worked but it has been sitting for at least 5 years probably closer to 8 judging by registration and condition. The buttons are labeled up, up/out, down/in. The "up" button does nothing. the "down/in" works as it should. but the up/out button will only go to the up position. it does not go all the way up to trailer position. I have filled the pump with oil and purged the air but I don't think it is a pump issue because the motor actually shuts off when it reached the "up" position. I'm thinking it might have something to do with the "limit switch" but I do not know where it is on this early unit. any help with why the up button doesn't work or whats going on is appreciated. Those PTT controls work this way. Push center button to trim motor up. Push center and top button together to tilt the motor. Push bottom button to trim down.
