There is a seal that goes around the steering shaft on the water side. There seams to be a little play around the shaft. Could be where the sea water got in.

well its all back together and working. I think the best idea anyone had was take it to the guy in the first place next time. He knew all the tricks and I learned a lot about my outdrive. Anyways thanks to everyone who helped me out. Until next time.
