motor has good compression, carbs cleaned and new kit instaled properly. has good spark. carbs set to factory, adjusting low and high idle has little effect. Motor runs but pulsates then runs ragged.

Is the fuel tank venting? Check for a clogged screen/filter in the tank. Is the fuel line leaking at all?

Im gonna drain the tank and blow some air through the line this morn. I am also gonna try it with both screws set at 1 turn. recomended starting point is 1 turn for the top and 2 turns for the bottom ( high speed), but the kit and recomendation is for several diff HP. maybe thats way too much for a 2hp?

No two motors are identical so don't be afraid to experiment with it. A small motor can be finicky like that.

see the "Top secret file" for a link to Joe Reeves' instructions on the Engine FAQs board for adjusting the cab needles

It was just the needle adjustments. I started at 1 and 1, top low speed ended up at 3/4 and bottom low speed 1 1/8. I adjusted the high first because it didnt want to idle. i started it, set it to fast, closed the low needle and adjusted the high till it ran smooth, then throttled down and adjusted the low till it idled smooth.

and im gonna note that the more appropriate term for how the motor was running is it was Surging.

Thanks fellas for the tips. You guys keep the boaters on the waters.
