1980 50HP Water jacket cover sealing?

Hey guys

My buddy just fixed his water jacket leak by the top plug. Seemed like pitting was the culprit and it didn't allow the gasket to do it job right. He JB-Welded it nice and level and is ready to seal it back up.

He has a new gasket ,but does he just use the gasket?
Or should he use some dressing on the gasket to make sure he gets a good seal? If so which should he use Permatex ,water pump sealant, ect ?

look for aircraft sealant at the auto parts store -
