1980 70hp merc. low top end rpms

so my motor is running good, idles smooth, accels smooth, but I'm only getting about 4000rpms out of it full out, but when its in neutral and and i rev it with the cold start/idle control i can open it right up, is this a throttle cable problem?

Have you been able to get more revs in the past? If so, are you losing speed as well, or just indicated RPMs?

the baot is actually new to me, it seemed to keep the same performance (speed) the whole weekend i had her out, but adding 2 heavy people mind you really slowed her down, other than that the motor runs smooth as a dream, sometimes stalls putting it into fwd, but not often.
