1980 evinrude 75 hp

Bought used. Just installed on boat. Runs good, but: When I advance throttle on binacle control all the way, carbs begin roaring and rpm's do not advance. Is this just a matter of simply setting max throttle screw on motor? My manual sez pin on carb linkage needs to be perfectly vertical. Thing is I can't find a "pin".

Got a flashlight and found the little pin that is thru the butterfly shaft. According to manual, adjustment is right. Could it be that I need a little larger high speed orfice because of E10?
