Cannot figure out how to adjust the barrels for throttle and shift at the motor...

its stuck in forward...

Brian, A lot of those motors have the plastic clamp for the barrels. The plastic latch keeps the clamp closed. Carefully lift up and in on the plastic tee, and the latch will open. Now remove the barrels from the holder and shift the motor to neutral manually. Also put the throttle handle at the MerControl into neutral (usually 12 o'clock position). Now turn the shift cable barrel until it will fit into the holder, without moving the shift lever at the motor or control box.
