1980 Johnson 7.5 intermittent water stream along with steam

So far I have replaced the water pump assembly and impeller, thermostat and a cracked head. Flushed out the whole engine and everything seems to run great and after testing in a garbage can seemed to have fixed the problem so I took it out on the lake and at idle everything is good but when you increase the throttle the water stream started to hesitate and then it will pee for 2 seconds and then stop for 3 and this will continue with times where it will just start steaming out the pee hole and just spit out a little water. I've been looking around here for answers and have found similar posts but I have tried replacing everything so just looking to see if I missed something. Thanks for anything you can add, Jeff

Exhaust cover and gasket.

Thank you I will check on that in the morning. Do you know of any other symptoms that gasket could cause.

If unlucky water in the cylinders.

Ok then it's not that bad. I just replaced the head. Had a pin hole crack right next to where the plug is and was dripping water out of it and cleaned everything up and the cylinders ad pistons were looking good. Thing runs great period. Just the problem with the water at half throttle. I can idle around and troll all day just can't rush to the spots.
