1980 mercury 115 help

i have two problems. 1st i drained my foot oil and it was nasty gray with some water in it. I figure the seal needs replacing, is that something i could do? any special tools required? 2nd was out in my boat this morning and was at full throttle and it just bogs down and was hard to restart, last couple of times i've been out it has been hard to start. at my last fuel up i ended up putting to much oil in the fuel. would this be causing my problems. i rebuilt all carbs and fuel pump, changed plugs at the beginning of last spring, 2009. any input is greatly appreciated

The most common seals to leak, IMHO, may be replaced w/o special tools. These seals are the gaskets on the fill and drain plugs and the driveshaft seal in the waterpump base.

Remove the gearcase, and clean up the driveshaft with some emery or sandpaper. Remove waterpump cover, impeller, wearplate and waterpump base. Lube up driveshaft and install new waterpump base, oring and gasket. Install new wearplate and gaskets, and new impeller. Inspect waterpump cover. If it has wear grooves, replace it as well. Reinstall gearcase fill gearcase with marine gear oil, using new gaskets on fill and drain screws.

Thanks for the help Chris, seems simple enough. I believe on my fuel/ignition problem, lies within the carbs. took it back out today after i changed my pump bulb and spark plugs, was easier to start but still isnt running like it should, it is still hesitating on the hole shot and when i come off the throttle from running full throttle it died a couple of times. I'm gonna go ahead a rebuild carbs and replace fuel pump.
