1980's Johnson 4 HP won't run unless squirt w/start fluid

I have an old 1980's Johnson 4 HP motor that will not run unless I spry starting fluid in carb.

Fuel pump pumps fuel okay and fills bowl.
Carb has been dis-assembled soaked, blown and cleaned.
Just seems like fuel will not leave bowl and get into intake.
If I give it a little squirt of starting fluid she starts right up.

Any ideas?

Don't use starting fluid as it does not have any lubrication in it for your cylinders. Use a bottle of premix instead. Sounds like you still may some junk in the carb. Did you put a kit in it and rebuild it while you had it apart? Any little piece of junk in there will cause a problem. Do you have a primer bulb on this tank? Squeeze it until firm and choke the poor little thing and it should start right up.
