1981 115Evinrude won;t idle

Folks, i'm loking for some help in rying to get my 1981 115HP to idle properly

This engine was sold to me as seized but really wasn't. I've pulled the carbs off and cleaned them. about a month ago I had new plugs and put them in.
Fixed a wiring problem from the ignition.

She starts right up when I manually hold open the choke but when I let it go fully closed the engine just dies out.

I have brand new fuel running thru a portable tank, its running a little rich and has some sea foam in it also.

Any ideas on what else I should run thru to check thanks

I don't understand having to hold the choke open, don't you have a primer solenoid on your engine?
Can you post a model number?

Have you done a compression check?

What position is the red lever on the side of the primer solenoid?
