Motor runs and idles fine...but at max throttle the motor surges up and down begging for fuel. Would I hurt anything to install an in-line fuel pump? I noticed the glass fuel filter gets really low. I've already had it to the Mercury service center and they found nothing. There's no way they ran it at top speed for 10 minutes.

Permanent fuel tank, right? Pump the primer bulb at full throttle, if that fixes it, you have a weak fuel pump or a fuel restriction.

Try a portable tank. If that fixes it without pumping the primer bulb,you have a restriction in your fuel filter, partially clogged fuel vent or a partially clogged antisiphon valve.

Fuel pumps are easy to rebuild. You do not want an electric fuel pump, unless you have the correct wiring, relays, etc.
