1981 e-rude 90hp t/t problems

my 90 hp power tilt and trim will not operate, the motor is running and it is full of fluid, but nothing happens, motor just turns.
any ideas? thanks

Manual release valve not tightened?

its tight.
one the trim cylinders is leaking I noticed, could this be part of the problem?

Maybe a broken coupler between the motor and the pump ??
