I posted my question on this thread because I wasn't sure how to reach the other guy who had a nearly identical problem. The only difference is he says nothing about trying the motor with the cowling off. But if he shut it down for a few minutes then the cowling would have time to fill with air again if in-fact this is an exhaust leak. I think my motor issue is still relevant to this thread.

I want to thank you for your idea, it is something I would never have thought of until I found it myself by working my way through the motor changing items out along the way. This, I think is a great place for me to look to solve this problem. I have never seen any smoke come out from under the cowling, do you think I would see smoke under the cowling if this base gasket was the problem?

Thanks again, and if this doesn't work and if no one else responds to me here I will start a new thread.

P.S. I am still open to other Ideas.

try adjusting the high idle fuel screw, it is running too rich on fuel.

I haven't resolved my issue yet. But I should add it's because I haven't actually had the boat in the water. I've been fishing with other buddies who have larger boats. I don't mind Snap posting in this thread, we have very similar problems and I'd be interested to hear the resolution of his problem as well.

I haven't thought of a leaky exhaust manifold. That would make sense, given my symptoms, assuming that when I let the motor idle for a few minutes, the exhaust gasses that leaked may have a chance to disperse.

I need to get the boat out and run it without the cowl to see if this is the problem. If not, I need to run it with another fuel tank and hose to eliminate the foamy fuel issue.

I just re-built the pump and also replaced the fuel lines. I noticed that the supply line to the pump had a kink in it due to the previous owner replacing the line and routing it improperly. Not a major kink, which may explain why it ran and idled well with the kink, but lost power.

Will keep you guys posted if I make any progress.

In the meantime, are there any other ways to diagnose a failed exahust manifold gasket other than looking for leaking exhaust gases?

Thanks for the idea about the high idle fuel screw, but this carb doesn't have one, just a high idle orifice.

Thanks for letting me know your progress, I wont be able to check the condition of the seal on my motor likely till the winter because I still need to use it until then, but I will keep you posted as to what happens along the way..
