YAY I GOT IT. I TOOK THE CONTROLLER APART AND ADJUSTED WHERE THE THROTTLE STICK LINED UP. i TOOK IT OUT ON THE Water today and that old engine came to life producing pretty good numbers. I got it to about 5200 rpms doing about 36 MPH. not too bad for a 31 year old motor. Thank you everyone for your help.

You are getting closer. Current thinking is that 5200 rpm is not high enough for normal operation at full throttle. It's on the low end of normal. You need to be close to 5500, as , so you still may have the wrong prop pitch on the engine or there is some slight adjustment that needs to be corrected.

who knows if my rpm gauge is even correct. today I went out and it looked to me like 5400 rpm wide open. I think that my starter is shot now. Its staying stuck open or not engaging at all. sheesh. always something.
