1982 115 mercury. not run in three years...advice

I Just bought a boat with a 115 mecrury ..it has not run in three years. and supposidly needs a starter.. What preparations should i make before trying to start it.

Pretty straight forward procedure. First, before you buy a starter, replace the water pump. This way you know the leg will come off and you dont have a new starter for a junk motor.
Now you have to purge the old gas. Use a container with fresh gas, remove the fuel line before the carbs and flush the fuel lines with the primer bulb. Reconnect the fuel lines and remove the drain plugs in each carb float bowl. Pump the primer bulb till lots of fresh fuel drains out of the float bowls. Reinstall plugs. Next remove the spark plugs and spray some penetrating oil of your choice into the cyls. Rotate the flywheel by hand thru a few revolutions. Next, fill up the carbs with the primer bulb, put the throttle wide open and spin the motor with the starter until a good bit of fresh fuel puffs out the plug holes.
Starter duty cycle is not much of a conciquence as it is not really working hard spinning the engine with the plugs removed. OK, satisfied that fresh fuel is coming thru the engine, spray some starting ether in each plug hole and reinstall the plugs. Spray some starting fluid down the carb throats, retard the throttle and start the engine. Should light off on one revolution maby two. I like to go a bit rich on the oil mixture at first as well as a shot glass full of acetone, naptha ( lighter fluid) and SEA FOAM or RINGFREE. No special reason, I just like mixing flammable liquids. Must be a hold over from making explosives as a youngster.
Be sure to have water flowing any time you spin the motor. One other thing. If the motor has a fuel enrichment solenoid in lew of choke butterflyes, actuate the choke a few times when the motor is running so you can purge the old fuel out of that system also. regards FRED
