1982 Evinrude 35 hp overheating

Last season my Dad's 1982 Evinrude overheated and
damaged the coils powerpack powerpack. So I replaced waterpump waterpump and coils powerpack powerpack. It now starts and runs however telltail doesnt doesn't shoot a steady stream pulsesspits( pulses/spits) and the head gets pretty hot after just running few minutes in a tank or on ears. So does exhuast exhuast cover. No water comes out the two exhaust holes on driveshaft driveshaft housing. Disassembled the water pump to recheck everything and it looked fine. Checked to see if impeller turned with drive shaft. Made sure I lined up waterpump waterpump outlet with the copper pipe made that mistake before. Would a thermostat cause this or a clog in the copper inlet pipe? I am stumped.

Any ideas? I will be away for a few day if more info is needed.

take the thermo out, see what happens, drop lower unit and run water hose up the waterline. are you sure the vanes of the impeller are leaning the right way?

just found out from my repair man that some evinrudes need cool tube moved from bottom of exhaust plate to top this requires tapping very careful a new hole
