1982 Evinrude 9.9 tiller handle throttle help

I am new at working on these motors. This one, the throttle won't turn. In the pics below, I'm assuming both the vertical and inner gears should both rotate, but I'm not sure. it feels like if I put too much pressure on it, one if them will break. If these should rotate, how do I remove them to see why they are bound? Any help in this matter would be greatly appreciated.

In the diagram it's #52 (gear control) , and 109 (vertical gear control)

Well---52 and 109 must rotate !-----Will rotate more if motor is in forward gear.

Yeah it’s completely stuck. Any idea how I can pull these out?

Look at the schematic there is a clip that holds those gears in place. Need snap ring pliers. But they look like the teeth are lining up. Could be old grease. Try to lube up all the moving parts and slowly try turning handle or magneto plate.

With the vertical shaft removed, I believe it's just those two gears involved. Unless I'm mistaken, they should freely move back and forth. I have the throttle hand and shaft completely removed.

The parts are jammed with corrosion.---Take it apart and do some cleaning.

Do you know how I can get these apart? I'm looking to buy a manual. I can't seem to find anywhere on the net that shows how they come apart. Being plastic, I'm also trying not to break them too.

Blunt answer.----Remove pin #107.----Then find and remove clip #80

Once you get the vertical piece off 109 will slide up and off. Nothing mechanical is holding it as far as I remember. Pay attention as 109 needs to stay in sync with the tiller gear. If I remember there are little dots on the plastic that need to align. If it's too tight to remove soak it all with wd40 or something similar.
Edit. For some reason I could not open your picture previously. Yes that part rotates and will need to be removed to before 109 will come up and out.

Pin 107 has to come out.
Sorry for my confusion. As usual, you are correct. I believe I used a 1/4 lag bolt very lightly turned into that pin to remove it. I'm going by memory and racerone has a lot more knowledge/experience than I. In any case, those parts should turn with almost no resistance once you get them cleaned up.

Search Leeroy’s Ramblings on internet. He covers just about everything on Evinrudes. A lot of great info about Evinrudes. This forum is the best for answering questions too. And YouTube is helpful. I had a 1984 9.9 that I tore down completely. That tiller handle can be a tough one. Not so much the gears, but taking the handle off itself.

Thanks for the info. I was able to use snap ring pliers and pull out the little pin easily. After I clean the pieces up is there any specific grease or lube I should use?
