1982 johnson 25 hp spitting wont idle

I have a 25 hp 1982 motor. I have replaced plugs and wires, cleaned the fuel filter, rebuilt the carb, new gas tank and lines. My problem is the motor starts hard, wont idle, and uses alot of gas, The motor will idle at a higher rpm once I start to lower the throttle its starts to spit and after 4 or 5 spits it stalls and then it take a long time before I can get it back started. I have new coils on the way. It seems I keep throwing more and more new parts and $ and the problem doesnt get better! any suggestions would be appreciated,

trouble shooting before buying parts.
try adjusting the carb by the 1st set of directions here.

Thanks I appreciate your help. I was told that there is no high speed adjustment on the carb, is that correct?

have you checked compression? if not do so, report finding. remove plugs and turn over 6 times.

120 top and 105 bottom. I am slightly over the 10%. Could it be weak spark? The power pack or coils?
any help would be greatly appreciated.
