1982 merc 70hp dose not want to run under load

My boat runs great out of the water. it starts fine in the water but it just baugs done if i touch the push button shoke it runs ok for a min. but if i hold it down it kills it. I had the carbs rebuilt and fuel pump. and it still doing it.
I need help because the guy said there is nothing wrong with it.

I have the same thing with my 115 merc and did same things you did Did you find out what was wrong?
