1982 Merc -carb leaking fuel when priming

Greetings All - I just installed a new fuel filter and was squeezing the primer bulb to get fuel into the bowl. I was only able to fill it up 1/3-1/2, primer bulb got very firm and then I noticed fuel dripping out of the carb.
Am I just over pressurizing the system and forcing it through or could there be something else wrong?

If you're squeezing hard, you can overpower the float valve. If it still overflows with gentle pressure, you have a problem.
