1982 mercury 70hp outboard not peeing

Hello all. I am new here. I have a 1982 mercury 70hp outboard that doesn't pee while at idle. I just put in a new water pump impeller. I get water all the to the exhaust manifold cover, but nothing beyond that. I've checked the lines, and they're clear. I don't have the tell tale end (the piece with the small hole where the water comes out) because it broke. I wouldn't think that would be the issue. Anyone have any other ideas? Can anyone help? I have replaced the tell tale, an exhaust manifold gasket. I took a video of the water coming out of the upper exhaust ports. If you can see the video, Is that a normal amount of water coming out? I am at a complete loss. The only thing left that I can think of is an air leak somewhere, or the motor isn't in deep enough water. I have it in a 55 gallon drum, that I had to cut about 4 inches off so it would fit.
