1983 25hp Armature support bearing

I recently picked up a 1983 25hp. The throttle is extremely tight and hard to turn. It appears that the support bearing under the armature is binding. It also looks to be damaged so it should be replaced. Should this part slide freely on the support bracket or am I missing the real problem?
