If it happens smoothly, likely a spun prop hub.

I think I may have the same issue with my Johnson evinrude 15hp 1983. I posted my problem on another forum and someone said the same thing about my motor. How do you examine this spun prop and how can you fix the issue?

Mark the inner and outer prop hubs with an indelible marker, run the engine in the water, under load and examine marks. If they've moved relative to each other, hub is spun. Take prop to a prop shop to have it rehubbed.

i wouldnt say it is smoothly it is a tiller motor and it is kinda more of a jerk. I mean you can see the motor jump

Likely bad clutch dog and fwd gear. If someone has messed with shift cable adjustment, could be that instead.
