1983 70 mercury VM-13 carb rebuild problem

Engine has 115 psi compression on all cylinders. Appears the float is bad far right picture. Right carb in pictures before & left after rebuild. Carbs were flooding & engine ran poorly now will only start with starting fluid and die. Replace float, needle valve & idle screw on both carbs. Fuel bulb has pressure & gas. Do I have the float upside down?
What did I do wrong?

Mercury outboard serial no. 6382441 with quicksilver kit 812953 it super-seeded 8982 kit.

No. The bulk of the float will be toward the bowls as it floats in the bowl on the gas. From here it looks like you have the arm set right....assume it is resting on the needle valve on the other end. Where did you set the idle screws? On most engines it is around 1 ? to 1 ? turns backed out from a "two finger" soft seat....soft seat necessary so that you don't deform the needle valve conical shape which makes adjustment almost impossible.

On my last engine, different design due to newer, the idle was around 700 rpm, and with the timing properly set, the low speed jets were backed out very slowly until the engine would take full throttle in the hole shot and not die or bog which also offered smooth idle in gear in the no wake zone.
