A common method is to have one person hold the wheel and pull out, while another person strikes the steering shaft (with the nut unscewed until flush with end of shaft) with a hammer. The shock breaks the wheel loose. I got the technique down so well I could pull back on the wheel with my knees and one hand while I struck the shaft with my other hand.
It helps to put some grease on the steering shaft when re-assembling to assist with disassembly in the future. And don't overtighten the nut because the tapered shaft has a tendency to split the hub of the wheel if its cast aluminum. This happened to me with a stock Teleflex wheel.
