<To Will Bark> No, because my carb has the black plastic bowel and top. I replaced my top with a brand new one (which contains all the idle circuit holes), during the rebuild.

<To Rick> Sorry, what is a "linc & sync"??? Is that when you adjust the timing (the start mark on the tiller handle, to the CAM follower and the mark on the flywheel)? if so, yes. If not, please explain what it is? Thanks!

hi.
i have 9.9 1983. i know that is a litle bit different motor.
i had the same problem with hard starting and dificult idle set up.
i put new head gasket and flatten the head at auto repair shop.
the gay said that he had to remove 0.5mm od head surface,it was very wraped.
now my motor idle low an start first pul even from left hand

9.9 and 15 same engine differnt carb, and exhaust and reedplate spacers only IIRC
if the choke is helping then either the carb is still not working or adjusted correctly (maybe try turning out the idle mixture screw till it is about ready to fall out on own... to see if that portion is working), the timing (link and sych) isn't right, or there is additional air entering the engine not through the carb. which leaves crank seals, carb gasket, head, reed cover and case gasket ( where the two come together...very doubtful on that one)
Wish you were in S. cali or arizona I would come by to help you get it running nicely.

I am not saying that you didn't do the link and synch properly just tossing it in as a possibility.

I would likely use some oil, fuel, or carb cleaner.... and shoot it behind carb on outside looking for a change in engine rpm smoothness, then around the reed cover plate, if you are able or willing it might be worth the time should these not work to lift flywheel off and put a good sized daub of grease around crank seal and see if that fixes the issue.

I know if you continue you will eventually find it. I also know that in order to allow a very low idle I intentionally had the spark retarded about 2* more than the traditional link and synch. I'll prob catch some flack for even posting that. but it allowed me to troll with a 12ft john boat that way.

after you run out of common fixes, and free or close to free and simple checks unfortunately things start to get interesting.

one other thought, even though the part is brand new, did you check the orifices anyhow to make sure they didnt have a bit of flashing, plastic... crud in them anyhow. and did you use silicone on any part of the carb?

Reeds can cause headaches.. They don't fail often, but If a ziptie end or something is blocking a leaf from closing.. (right bk?) :)

It still idled Mr.kBait, just was WOT that had issues. It sounded different too, like it was running on one cylinder which it was.

With all that has been done with this motor. Makes me wonder if this motor has ever been decarbed. A while back another boater had this identical problem. A good old fashion decarb fixed the idle problem.

If playing with the chock helps that leads me to believe its a fuel delivery problem.Just for fun open the plug gap to .35 and open the slow speed needle 1/4 turn,Please my curiosity.As I have a 1988 15 evin, that I also will be using for troling this year,I'm still iced over so I cant do it YET>

dew2 (All), you were right! It was a fuel delivery issue - I was soooo close. Backed the low speed idle screw out to about 4 turns, and she idles just fine! Thanks for all your suggestions!

What is this decarb procedure you are talking about? I have a 89 evinrude 40HP that dies when it idles or when going from full bore to an idle. i have tried adjusting the idle adjustment screw with no luck.
