1984 70hp Evinrude Outboard wont shut off with ignition switch.

I have an 1984 70hp Evinrude outboard that runs great - just wont shut off when the ignition is in the off position. I have to choke it to get it to stop. The kill switch also does nothing. I took the controls apart and tried lifting the ground, the engine started fine but would not shut off. Not sure what to try next? Should the engine shut off when grounded, or when the ground is lifted? Is my power pack to blame? any suggestions welcome.

If you connect the black wire to the black wire with a yellow stripe (at the ignition switch) it should kill it. If you try that at the switch and it doesn't kill it, try it at the power pack by shorting black/ yellow stripe to engine ground. If it kills it, you have a problem in the harness, if it doesn't kill it, your pack is bad.

for what its worth, throw a volt meter on that kill wire at the pack just to be sure it's not sending any voltage through. disconnect the battery neg cable when fooling with the ignition kill wire. not worth a fried pack!

using a meter I checked continuity from the ignition and the kill switch, separately, and in the ignition off position I got continuity at the black and yellow wire going into the power pack and when in run with kill switch pushed in, I got no continuity. So it seems that the ground to that point is fine - the ignition and kill switch are not the problem, but the power pack. I guess I have to replace it. did I miss something?

its not continuity, but voltage you should be concerned with. off and ignition on should be ZERO volts. obviously with the engine running 150+V but thats not the concern here.

Did grounding the black yellow wire immediately from the powerpack ( to a good ground) kill the engine? If not then yes replace.
