It is an OMC original unit, what do these horns inside look like?

I took apart 2 omc controls (one 84 and one 98) and didn't see anything in there that looked like a horn.

However there is a horn mounted on the boat for this, but its a 2 prong connection and the input to the controls is for a 3 prong.

I tryed grounding out the tan wire with the ignition on and did't hear anything. When I plug in the horn I found (different connectors) the horn stays on and doesn't shut off.

The 84 should have, the 98 probably not.
All side mount controls with engine cable and RED plug has the horn, the newer ones with Deutz contacts and separate extension cable to engine has a 2-wire plug on outside for alarm.
For your engine you need a 3-wire horn with + (purple from ign switch), Brown (from alarm/temp switch engine) and - (Black).

I'll look into this, how should I go about testing the horn?

What does the internal horn on the control box look like?

The 84 has a 3 prong external connector (and a red plug wiring harness), it looks like an external horn may plug into it

Horn is inside the box. The 3-prong external is intended for connection of a tach. Should have Purple, Black and Grey wire.

The old horns had 2 connections, the new ones have 3.
Horn should give a short beep when ign on, grounding the Tan connection( temp switch) should give a constant signal.

So i found that the horn inside the box was melted. There are 2 connections to it with 3 wires. 1 grey and 2 purple. I have a working omc horn that only has 2 wires (1 purple 1 grey). How could I make this work and wire it up? It seems like the one I would have to buy in the link you posted is the same horn i have that works

The old 2-wire horns do not have the self test function with a short beep when ign is put on.

So i wired up the new horn I had. It doesn't beep when i turn the ignition key on, however if I ground out the tan wire to the sensor the horn goes off while the ignition is on.

Does this mean the temp sensor is bad since I don't hear a beep when I turn the ignition on?

No, it means that the horn works. The ones that beeeep with ign ON, are the new ones with three wires. (separate ground).
