1984 merc 50hp 2-stroke-fuel filter

Been a while just wanted opinions
Boat was running ok, now don’t go over 4000rpm. Checked fule lines with a portable gas tank still does. I recently had checked the mesh filters on side of carbs for dirt build up. the fuel filter away showed quarter full when running, which I believe is normal. Now it is always full at all throttle levels. Thinking May be clogged up carb? Not sure how the filter stays full at all times when boat is running. Thanks

Does it have spark that is good enough to lump a 3/8" gap on all cylinders?
Compression Test?

Yes I had tested all the culprits last year, everything checked. Have not done so since this problem though. I edited above that I had removed card mesh filters to check for dirt build up. May be something simple as that . Just really wondering why fuel filter stays full now. Thanks
