1984 Mercury 9.8 WMB-1 carb help

so I thought I would get the 9.8 running for the Wooster Hellion project. half way thru pulling the carb apart to clean it and install the new carb kit. I notice that the anular booster is broken.

since none of the parts list I have found on line have this item shown, can someone point me to the right direction?
