When that engine is at idle, the carb butterflys are closed. When fully closed, the idling engine relies on fuel to be delivered through special, small passageways in the upper carb bodies. It is common for these small passageways to get restricted from dried fuel over many years, or improper winterization. Once you open these butterflys (raise the engine rpm's,) the carbs deliver fuel through other jets and it may run fine at higher rpms. You may need to pull the carbs apart and spray some aerosol carb cleaner through all the passages, then reinstall them. Esp, check the outlet flow rate of the carb cleaner from one carb passage with that same passage on the other carb, then go on to the next passage.
