1985 50 hp johnson

hey guys , just a question out of curiosity . i have a 1985 50 hp Johnson , electric tilt & choke . now im not too sure how to explain this but under the fly wheel there is a thin plate with wires that rotates.(i have not taken the fly wheel off) im assuming it has something to do with the timing ?? on that plate is a short rod with round balls on either end that connects to the throttle . now if some how that rod becomes disconnected from either end & the plate turns without the rod connected to it , will the motor not run??

The rod you are talking about advances the timing plate, it is synced to the carb so that fuel and timing advances togeather. If the timing is at the stop, engine would probably start but not rev up properly. If timing was advanced I am not sure it would start, have never tried it.
