1985-70hp johnson-fuel pump pulse pressure

I can feel the fuel pump pulse pressure but it dosn't seem like much. Is that normal? I'm having fuel pump problems.

Does the motor actually have to be running for it to have enough pressure to pump fuel?

Check the pump output before moving ahead with the pulse line.
