1985 Evinrude 140HP idle setting

I have a 1985 E140TLCOS, 140HP V4 Evinrude.

My question is:

How do I adjust the idle lower, when the idle stop screw is backed out to where it just touches the crankcase boss it rests on, but idle speed is still about 1200RPM? Do I have to adjust the timing setting to slow it down? (I have the throttle cable disconnected from the throttle arm, and it's not holding the carb's open).

The Factory Manual only talks about doing the adjustments on the timing in a test tank, and I don't have any way to do this other than the muffs.

Try it in the water as in there with back pressure your motor idle will probably drop.
Your timing isnt really adjustable, only the max and minimum spark advance are

The motor APPEARS to be running okay, with no hesitation on acceleration, on the hose, but haven't had the opportunity to get it on the water yet. I just can't get the idle below about 1100 RPM at idle, and thought the spark advance adjustment (minimum) might be the only way to drop it. I'll have to water-test to be sure. It's also hard-starting cold, but that's typical for the 140HP loopers from what I've been able to read on-line.

I think putting it in the water should get it back down as mine often runs high on muffs although not consistently.

Before you do that you could check any vacuum lines, bypass port gaskets for leaks as if they are running lean you can also get increased rpm.
I bought mine off a mechanic who had actually removed the idle stop to try and reduce rpm, i found that it was a few faults causing the high rpm but it also had a miss. If putting it in the water doesnt help itl need some further investigation beyond the idle stop measure probably with a timing light for starters.
