1985 Evinrude 70 Horse, How can I get it to manually lower off of trim ?

I have a 85 Evinrude 70 Horsepower I bout today, it has a bad trim motor. I am wanting to run it on my boat and make sure its ok before I buy a new trim motor. I opened the screw on the right side and got it to drop down from tilt, but it stopped at the trim rams and wont go any further. How do I get it to drop down all the way ?

Looking at the rear of the motor go to the right side to the part that bolts to the transom you will see a set screw that takes a flat blade screwdriver losing it up a 1/4 turn it will allow you to manually raise and lower the motor

I opened the screw a 1/4 of a turn, and nothing happened, i turned it so far that fluid came out, when I did that it came down from the tilt position, but it stopped when it got down to the trim position and wont go down any further.Thanks

I went ahead and pulled the screw all the way out, and it still wont let the trim cylinders go in

I did fail to mention that this engine has been of of a boat and laying on it side for 2 to 3 years
