It's a model E8RCOB and I put a new cam roller on it so it should operate smoothly, but.... it accelerates smoothly till about 3/4 full and then gets rough. When opened a little more, it surges ahead in speed and operates smoothly again. What would cause this? Thanks.

"gets rough"?..like it's missing, leaning out,flooding?...does this happen as the boat is under a heavy load ,i.e. just getting on plane?

The boat is on plane when this occurs. I am guessing it is a timing even though I used the OMC manual to adjust it.

I noticed that the throttle grip suddenly gets difficult to move about where the hesitation/ surge is. I oiled the roller which wasn't turning and the throttle cable which helped but is still hard to advance.

detach the throttle cable from the carb linkage/armature plate pivot point...does the cable move in and out freely when you twist the grip?..if not, try to determine why..if so, try to move the the armature plate linkage and move the plate..does this move freely now or is it binding at this "rough spot"?...if it's binding, you will have to remove the armature plate and try to determine the cause, it may be that lightly greasing the armature plate bearing restores freedom of movement..anyway, that's 2 possible causes for what you are describing
