1985 mariner, Bogs on holeshot

1985 mariner bogs on holeshot and when loading on trailer.
Once the motor hit about 2000 rpm it take off like a rocket.
when loading on trailer it just bog and wont push up trailer.

I have installed new fuel line, bulb, rebuilt fuel pump and had the carbs cleaned.

Use the trailer's winch.

also when i replaced the fuel pump ad ran it was idling at 2500 rpms. i backed the screw off and now have it idling at about 1000 rpms, its idling smooth
would backing that screw out effect the spark advance or anything?

I have a 85 Mariner with the same problem. I was told its electrical. I changed the power packs and runs the same .So today I was told its probably the switchbox...I'll let you know if it works.
