Keep in mind that I'm a newbie but here is how I fixed mine last night. I had the same issue as you except I only had one clicking solenoid. For me one solenoid was bad but once I replaced that (I already knew I had more problems too) I was essentially in the same boat as you.
I'm going to assume your 85 is similar to my 89 150 xr4. On the starboard side near the carbs there are the 2 trim solenoids. Trace the wires from the trim motor up to them. There will be 3 wires. 2 go to the solenoids and 1 to ground. With a test light or meter, see if you have 12v going to the motor's wires when you activate the solenoids. If yes, bad motor. If no, bad solenoid (if it's clicking) or no 12v input to the solenoid.
In my case, I was getting power to the motor so I pulled it out. (not fun) Upon opening it up I found the armature where the brushes make contact was NASTY so I cleaned it up with a scotch brite wheel and some cleaner and reassembled. Now I have tilt and trim. Works great.
Good luck to you, and the best manual to get is the OEM murcury manual. Most say the others are too generic. I have the Seloc for my 18 horse merc and it sucks.
